CS/HB 763 - Access to Health Care Practitioner Services Summary

• Exempts physicians (MDs and DOs) who complete at least 120 hours of pro bono services within a biennial licensure period from continuing education requirements.

• Establishes registration programs for volunteer retired physicians and osteopathic physicians who provide free services to indigent or underserved populations, with biennial renewal and waived fees.

• Revises restricted medical licenses to allow unlimited Canadian applicants and extends contract periods from 24 to 36 months, while prohibiting licensure if restricted licensees breach employment contracts.

• Allows physicians and osteopathic physicians who provide 160 hours of pro bono services in a biennial renewal period to waive their license renewal fees.

• Reduces the "low-income" threshold from 400% to 200% of federal poverty level for purposes of the Access to Health Care Act, effective July 1, 2017.
