CS/HB 789 - Professional Services Procurement

• Removes requirement for agencies to encourage firms to submit annual statements of qualifications and performance data
• Authorizes agencies to reject any or all submissions in response to public announcements for professional services
• Creates a "best value selection process" allowing compensation proposals to count as up to 50 percent of evaluation criteria, with at least three firms evaluated for each project
• Removes requirement to formally terminate negotiations with the most qualified firm before moving to the second most qualified firm if contract terms cannot be agreed upon
• Exempts transportation projects with federal aid funding from these provisions; such projects must comply with federal law
• Effective date: July 1, 2017
