Eliminates the statute of limitations for prosecuting kidnapping offenses (Florida Statutes §787.01 or §787.02) where the victim was under 13 years of age at the time of the offense, allowing prosecution at any time.

Extends the statute of limitations period for kidnapping offenses involving victims aged 13-17 years, with the limitation period not beginning to run until the victim reaches age 18 or has their liberty restored, whichever occurs later.

Applies these provisions to offenses not otherwise barred from prosecution on or before the effective date of the act.

Takes effect upon becoming law.
