Division of State Group Insurance shall establish a state employee health and wellness clinic program with a vendor selected through competitive solicitation under chapter 287.

Two clinics required: one at Southwood Complex operating no more than 40 hours per week, and one in Miami-Dade County operating at least 40 hours per week, with mutually exclusive hours of operation.

Clinics must provide primary care services, medication dispensing, wellness services, occupational health services, vaccine administration, electronic medical records access, and laboratory services; at least one clinic may offer optional digital radiology and prenatal support services.

Vendor is not required to file insurance claims for any clinic services provided.

Program must begin no later than January 1, 2018; contract term limited to 5 years with annual reports to the Governor and Legislature evaluating vendor performance on health services implementation, cost savings, quality standards, employee engagement, and return on investment.
