Expands eligibility for virtual instruction to include all students, including those in home education and private schools, based on specified criteria in s. 1002.455.

Removes requirement for Auditor General to conduct an operational audit of the Florida Virtual School and eliminates part-time instruction eligibility restrictions for kindergarten through grade 5 students.

Authorizes district school boards and charter school governing boards to offer blended learning courses, industry certification pathways, or online content assessments as alternatives to satisfy high school online course requirements.

Allows virtual charter schools to serve eligible students throughout Florida while maintaining funding through the enrolling school district rather than the home district.

Takes effect July 1, 2017 and conforms related funding provisions in the Florida Education Finance Program to account for virtual education contributions.
