Exempts private meetings between two members of boards or commissions from public meetings requirements if the board or commission has at least five total members.

Allows these two-member meetings to occur without public notice or recording, provided the members do not adopt resolutions, rules, or formal actions and do not discuss appropriations, contracts, or public business involving direct expenditure of public funds to private vendors.

Prohibits the meeting from being intended to frustrate or circumvent the purposes of public meetings law.

Makes the exemption subject to the Open Government Sunset Review Act and automatically repeals on October 2, 2022, unless the Legislature reenacts it.

Takes effect July 1, 2017.
