Creates the Florida Smart City Challenge Grant Program to support municipalities and regions adopting emerging technologies in transportation, including autonomous vehicles, connected vehicles, electric vehicles, and sensor-based infrastructure, with grant program guidelines due to the Governor and Legislature by January 1, 2018.

Establishes fine calculation procedures for natural gas-fueled vehicles by reducing gross vehicle weight by the certified difference between natural gas and diesel tank systems, with a maximum gross vehicle weight of 82,000 pounds.

Increases the contract threshold for Department of Transportation emergency construction and maintenance work from $120,000 to $250,000 without competitive bidding.

Authorizes the Department of Transportation and local governmental entities to prescribe rules for placing and maintaining voice, data, and wireless communications facilities on rights-of-way.

Modifies turnpike revenue bond validation procedures to make them optional rather than mandatory, with specific notification and publication requirements in circuit court proceedings.
