Authorizes the Agency for Persons with Disabilities to petition a court for appointment of a receiver for comprehensive transitional education programs, residential habilitation centers, and group home facilities owned by corporations or partnerships.

Permits receivership proceedings when a facility operates without a license and refuses to apply for one as required by Florida law.

Allows receivership when a licensee closes or plans to close a facility without making adequate arrangements to relocate residents within 7 days (excluding weekends and holidays).

Permits receivership when the agency determines conditions exist presenting imminent danger to resident health, safety, or welfare, or substantial probability of death or serious physical harm.

Allows receivership when a licensee cannot meet financial obligations for food, shelter, care, and utilities, with evidence such as bad checks or delinquent bills serving as prima facie proof of financial inability to operate.
