Changes public adjuster apprentices from a licensed status to an appointed status by the department, with specified qualifications including all-lines adjuster licensure and a $50,000 bond.

Establishes compensation limits for public adjusters: 10% of claim payments for emergency-declared events (for one year) and 20% for non-emergency claims, with a maximum of 20% for reopened or supplemental claims.

Prohibits public adjusters, apprentices, and their representatives from entering contracts or powers of attorney that give them authority to choose repair workers or service providers requiring insureds to spend funds exceeding their contract amounts.

Restricts public adjuster solicitation to 48 hours after a loss event unless initiated by the insured, and expands the cancellation period to 5 business days during states of emergency and for one year after the loss.

Repeals provisions on public adjuster apprentice licenses, all-lines adjuster temporary licenses, and pools of insurance adjusters; reduces adjuster record retention requirement from 5 to 3 years; and takes effect January 1, 2018.
