Codifies the Fellsmere Drainage District charter and formally changes the district's name to the Fellsmere Water Control District, consolidating multiple special acts dating from 1921 to 1953.

Removes the 99-year term limitation originally imposed by a 1919 court decree, allowing the district to continue in perpetuity.

Amends district boundaries to exclude lands no longer located within the district, covering approximately 34,441 acres in Indian River County, Florida.

Establishes a three-member Board of Supervisors elected by landowners on a 1-acre, one-vote basis, with authority derived from chapters 189 and 298, Florida Statutes.

Repeals all prior special acts (chapters 8877, 11555, 12023, 14719, 16998, 28418, 61-1414, and 69-1161) and takes effect upon becoming law.
