Expands authorized methods for real estate practice instruction to include distance learning, while limiting live instruction requirements for video-taped courses to no more than 3 classroom hours.

Authorizes appraisers to perform evaluations of real property in federally-regulated transactions that do not require full appraisals, subject to federal regulatory standards and board rules.

Repeals the category of registered trainee appraisers and redefines key appraisal terms including "evaluation," "appraisal management company," and "appraiser panel."

Requires the Department of Business and Professional Regulation and Florida Real Estate Appraisal Board to collect annual fees from appraisal management companies and transmit rosters to the federal appraisal subcommittee.

Strengthens disciplinary provisions for appraisal management companies, including prohibiting them from requiring clients or appraisers to sign indemnification agreements that would protect the company from liability for its own negligence or misconduct.
