Directs the Department of Highway Safety and Motor Vehicles to develop a Sun Sea Smiles specialty license plate featuring "Florida" at the top and "Sun Sea Smiles" at the bottom.

Establishes an annual use fee of $25 for the Sun Sea Smiles license plate.

Distributes annual use fees as follows: 5% to Florida Caribbean Charitable Foundation for marketing, 30% to Florida Caribbean Charitable Foundation for scholarships and Caribbean health/cultural programs, 15% to Haitian Neighborhood Center Sant La, Inc., 15% to Fanm Ayisyen nan Miyami, Inc., 25% to Greater Caribbean American Cultural Coalition, Inc., and 10% to Little Haiti Optimist Foundation, Inc.

Allows up to 5-10% of distributed amounts to be used for administrative expenses by the respective recipient organizations.

Takes effect October 1, 2017.
