Amends the Utility Board of the City of Key West charter to change board member elections from City Commission elections to County Commission elections in 2018, held concurrently with Monroe County elections

Changes board member eligibility and residency requirements: seats A, B, and C candidates must reside within City of Key West limits; seats D and E candidates must reside in Monroe County from Stock Island to the Seven Mile Bridge

Modifies the organizational meeting structure to allow the board chairperson to be selected at the first regular board meeting after candidates are qualified and sworn in by the City Clerk, rather than in December following an election

Expands authorized advertising vehicles to include cable and telecommunication facilities, and clarifies the board may sponsor charitable events and events benefiting the utility system

Revises piggyback contract provisions to allow use of federal, state, or local government contracts executed within 24 months prior to purchase, with informal vendor solicitation requirements and board authorization based on cost thresholds
