Adds definition of "year of apportionment" to Florida Election Code as the second year after each decennial census per Florida Constitution Article III, Section 16.

Expands "year of apportionment" to include any other even-numbered year when legislative or congressional district boundaries face active court challenges that have not been concluded with final orders and exhaustion of appeals.

Applies the expanded definition only to senatorial, representative, or congressional offices subject to the district boundary challenges.

Amends qualifying period for federal office candidates in a year of apportionment to run between noon of the 71st day before the primary election and noon of the 67th day before the primary election.

Effective upon becoming law.
