Designates the Honor and Remember flag as Florida's official emblem honoring service members who died in the line of duty.

Requires the flag to be displayed at state-owned buildings where the U.S. flag is displayed, state military memorials, and other state locations on designated days including Armed Forces Day, Memorial Day, Flag Day, Independence Day, National POW-MIA Recognition Day, Veterans Day, Gold Star Mother's Day, and the day a state resident service member dies in duty.

Mandates all flags be manufactured in the United States and displayed with no more than two additional flags on a single flagpole, in a manner visible to the public.

Authorizes local governments to display the flag at buildings displaying the U.S. flag and at other locations deemed appropriate.

Requires state departments and agencies to adopt implementing regulations by July 1, 2018, and authorizes the Department of Management Services to procure and distribute flags by July 31, 2018, with an effective date of January 1, 2018.
