CS/CS/HB 961 Summary

• Requires expressway authorities in counties to reduce tolls charged to SunPass customers by 3 percent effective July 1, 2017, subject to contractual requirements for outstanding indebtedness.

• Mandates transfer of no less than 20 percent of annual surplus revenues from expressway authorities to their respective counties on an annual basis within 180 days after fiscal year conclusion.

• Restricts use of transferred funds to financing, designing, acquiring right-of-way, and constructing or improving public transportation, transit, intermodal, or multimodal facilities owned or operated by the county.

• Requires county boards of commissioners to approve expenditures of transferred funds by majority vote and permits funds to be used as a local match for federal or state transportation funding.

• Requires counties to submit annual reports to the President of the Senate and Speaker of the House by February 1 of each year describing funded projects, budgets, funding partners, and completion dates.
