CS/CS/HB 963 - Newborn Screenings Summary

• Department of Health must expand statewide newborn screening to include any condition on the federal Recommended Uniform Screening Panel, contingent on available FDA-approved tests and legislative appropriation.

• Department shall implement screening for council-recommended conditions within 18 months after the Genetics and Newborn Screening Advisory Council renders its advice, or as soon as an approved test becomes available if delayed beyond 18 months.

• Department must submit a legislative budget request to seek appropriation after the council recommends adding a condition to the screening program.

• Advisory Council must consider within 1 year whether each newly-added federal panel condition should be included in Florida's state screening program.

• Effective date is July 1, 2017.
