Creates Part XVII of chapter 468, Florida Statutes to establish a registration system for diabetes educators administered by the Department of Health.

Requires diabetes educators to be registered before providing diabetes self-management training or representing themselves as diabetes educators; unregistered persons cannot receive compensation for such services.

Establishes registration requirements including either Certified Diabetes Educator certification or completion of 250 hours of diabetes education (with 100 hours in the preceding calendar year) plus passage of the National Certification Board examination, combined with specified licensure or certification credentials.

Sets fees capped at $100 for application and initial registration, $50 for biennial renewal, and $50 for reactivation of inactive registration, with the department establishing fees by rule.

Exempts licensed healthcare professionals, federal government employees, and out-of-state diabetes educators with substantially equivalent credentials from registration requirements; authorizes the Department of Health to take disciplinary action against violators.
