Creates section 381.96, Florida Statutes establishing a pregnancy support and wellness services program managed by the Department of Health in contract with Florida Pregnancy Care Network, Inc., a not-for-profit statewide alliance.

Requires the network to establish a comprehensive system of care through subcontractors providing direct client services (pregnancy testing, counseling, referral, education), program awareness activities, and a 24-hour statewide toll-free hotline for eligible pregnant women and their families.

Mandates the network spend at least 90 percent of contract funds on direct pregnancy support and wellness services, with wellness services including blood pressure screening, flu vaccines, anemia testing, cholesterol screening, diabetes screening, and smoking cessation assistance.

Requires subcontractors to exclusively promote and support childbirth, undergo annual monitoring, conduct background screenings for staff and volunteers providing services to minors, elderly persons, or individuals with disabilities, and provide current, accurately sourced informational materials.

Mandates all services be provided in a noncoercive manner with no religious content included, effective July 1, 2017.
