Establishes a $25 annual use fee for the Ducks Unlimited specialty license plate in Florida.

Requires the Department of Highway Safety and Motor Vehicles to develop the Ducks Unlimited license plate with "Florida" at the top and "Conserving Florida Wetlands" at the bottom.

Directs annual use fees from Ducks Unlimited plate sales to Ducks Unlimited, Inc., a 501(c)(3) nonprofit, with up to 5 percent for administrative costs and marketing and a minimum of 95 percent for wetlands conservation and habitat management in Florida.

Revises the design of the Lighthouse Association license plate to display "SaveOurLighthouses.org Visit Our Lights" at the bottom instead of the previous text.

Effective date is October 1, 2017.
