• Expands eligibility for the state group health insurance program and prescription drug coverage program to include water management districts, requiring a $500 application fee and $2.61+ per enrollee per month administrative fee.

• Water management districts must issue competitive requests for proposals before joining the program, agree to a minimum 3-year enrollment period, reimburse the state for 100% of costs, and provide 1-year notice to terminate.

• Authorizes the Department of Management Services to implement formulary management cost-saving measures, including formulary inclusion/exclusion and medical necessity reviews for excluded prescription drugs.

• Removes the prohibition on implementing restricted prescription drug formularies and prior authorization programs in the state employees' prescription drug program, allowing cost-saving measures while maintaining access to clinically appropriate and effective medications.

• Effective date is July 1, 2017.
