Amends Florida law to establish new licensure pathways for foreign-trained physicians, adding a fourth category for graduates of foreign medical schools listed in the World Directory of Medical Schools with local accreditation but lacking U.S. certification.

Requires foreign-trained physicians in the new fourth category to have 10 years of active physician licensure and practice in a foreign jurisdiction immediately preceding their Florida application.

Permits applicants meeting the new fourth category requirements to satisfy examination requirements through passing scores on board-approved examinations substantially equivalent to or more stringent than the USMLE.

Authorizes the Board of Medicine to certify foreign-trained physicians with conditions, limitations, or restrictions including probationary practice periods, scope of practice limitations, or supervision requirements for a board-specified duration.

Modifies English language proficiency testing requirements across categories by replacing "Test of Spoken English" with "Test of English as a Foreign Language" in multiple sections.

Takes effect July 1, 2017.
