Defines "hair restoration or transplant" as a surgical procedure that extracts hair-bearing skin grafts from one body location and redistributes them to another location on the same individual.

Prohibits unlicensed persons from performing hair restoration or transplant procedures or making incisions for such purposes unless licensed under chapter 458 or 459 of Florida Statutes or certified under section 464.012.

Creates sections 458.352 and 459.027 in Florida Statutes with identical restrictions applying to medical doctors and osteopathic physicians respectively.

Takes effect July 1, 2017.
