Amends section 375.041, Florida Statutes to establish Land Acquisition Trust Fund distribution priorities for water and land conservation projects

Requires minimum annual appropriations for Everglades restoration projects: lesser of 25 percent or $200 million, with $32 million annually through fiscal year 2023-2024 to South Florida Water Management District for Long-Term Plan implementation

Allocates minimum annual appropriations for spring restoration and protection projects (lesser of 7.6 percent or $50 million) and $5 million annually through fiscal year 2025-2026 to St. Johns River Water Management District for Lake Apopka restoration

Appropriates $30 million annually for Indian River Lagoon system restoration, split equally between St. Johns River Water Management District ($15 million) and South Florida Water Management District ($15 million) for land management, acquisition, and recreational/public access improvements

Reduces all distribution amounts by debt service paid on bonds issued after July 1, 2016 (or July 1, 2017 for Indian River Lagoon projects) to prevent double-counting of obligations
