CS/HB 1041 - Laboratory Screening

• Clarifies that HIV test result reporting requirements to county health departments apply only to nonhealth care settings, while health care settings have different consent and notification procedures.

• Authorizes the Department of Health to perform laboratory testing for other states on a fee-for-service basis.

• Redefines "elevated blood-lead level" to be based on cutpoints specified in department rule following national recommendations from the Council of State and Territorial Epidemiologists and Centers for Disease Control and Prevention, rather than a fixed 10 ug/dL standard.

• Requires health care providers to report elevated blood-lead screening results directly to the individual screened or their parent/legal guardian, and mandates the department maintain records of all elevated blood-lead level screenings indexed by location and owner.

• Authorizes the State Public Health Laboratory to release newborn hearing and metabolic test results to specified individuals including health care practitioners and designated representatives, and requires the Genetics and Newborn Screening Advisory Council to include one representative from each of the four medical schools in Florida.
