HB 1045 - Electrolysis

• Expands legislative findings to include laser and light-based devices for hair removal or reduction as regulated electrology services requiring qualified practitioners.

• Creates the Electrolysis Advisory Council within the Department of Health with 5 members (3 licensed electrologists and 2 consumer members) appointed by the State Surgeon General for 3-year terms, with $50 daily compensation for official council business.

• Increases minimum didactic training hours requirement from current level to 120 hours for electrologist licensure and allows nationally approved electrology organization examinations in addition to state-developed exams.

• Requires licensed electrologists performing laser or light-based hair removal to obtain and maintain national certification from recognized electrology organizations, with proof provided at license renewal.

• Allows licensed medical practitioners (physicians and osteopaths) to employ licensed electrologists to perform electrolysis services on their patients at their facilities without requiring a separate electrolysis facility license.

• Effective date: July 1, 2017.
