Requires applicants ineligible for social security cards to provide proof of a taxpayer identification number or proof of a number associated with their identity document

Authorizes additional identity documents for driver license applications including foreign passports, foreign birth certificates, and consular identification documents issued by Mexico or substantially similar documents from other governments

Limits driver licenses and temporary permits issued based on foreign documents or nonimmigrant classification to validity period not exceeding the expiration date of the presented document or 1 year, whichever is shorter

Prohibits the Department of Highway Safety and Motor Vehicles from waiving knowledge, endorsement, or skills tests for applicants who provide proof of identity using foreign documents or nonimmigrant classification documents

Requires in-person transactions and submission of authorized identification documents for duplicates, replacements, renewals, and name or address changes for applicants who established identity using foreign documents or nonimmigrant classification documents

Mandates marking of all driver licenses to indicate REAL ID Act of 2005 compliance once the state achieves full compliance
