Defines "pet" as a domesticated dog or cat normally maintained in or near the household of its owner.

Establishes defendant liability for monetary losses covering reasonable and necessary veterinary care and fair market value of the injured or deceased pet.

Allows noneconomic damages up to $5,000 for loss of companionship, love, and affection if injury or death was caused by gross negligence of the defendant.

Exempts the $5,000 noneconomic damages cap from causes of action involving intentional infliction of emotional distress or other civil actions unrelated to direct pet loss.

Provides exemptions for nonprofit entities, governmental agencies, and their employees acting on behalf of public health or animal welfare, and for killing dogs that are killing or worrying livestock.
