Prohibits Santa Fe College from increasing its transportation access fee effective July 1, 2017.

Freezes Florida College System institution student fees (differential out-of-state, activity and service, financial aid, technology, capital improvement, and other fees) at June 30, 2017 levels, effective July 1, 2017; requires distance learning course user fee reporting to the Chancellor and Legislature by November 1 annually.

Freezes state university student fees (financial aid, Capital Improvement Trust Fund, activity and service, health, athletic, technology, and miscellaneous fees) at June 30, 2017 levels, effective July 1, 2017; requires distance learning course fee reporting to the Chancellor of the State University System and Legislature by November 1 annually.

Requires state universities to waive 25 percent of specified fees for graduate students with 0.25 or greater full-time equivalent appointments as graduate assistants, research assistants, teaching assistants, research associates, or teaching associates.

Effective date: July 1, 2017.
