Creates section 1004.0962 of Florida Statutes to establish public records and public meetings exemptions for campus emergency response plans and materials at public postsecondary educational institutions.

Exempts from public disclosure threat assessments, evacuation plans, security systems, vulnerability analyses, staffing information, emergency equipment details, and other campus emergency response information related to terrorism or public safety crises.

Applies exemption to records held by public postsecondary institutions, law enforcement agencies, emergency management agencies, the Executive Office of the Governor, Department of Education, Board of Governors of the State University System, and Division of Emergency Management.

Permits disclosure of exempt information to other governmental entities when necessary for them to perform duties or upon a showing of good cause before a court of competent jurisdiction.

Exempts public meeting portions that would reveal campus emergency response information from the public meetings law; exemption subject to sunset review and scheduled to repeal October 2, 2022 unless reenacted by the Legislature; effective July 1, 2017.
