Amends section 171.0413, Florida Statutes, to revise municipal annexation procedures for contiguous, compact, unincorporated territory.

Requires consent from owners of more than 50 percent of land in an area where more than 70 percent is owned by non-registered electors, with consent obtained prior to any referendum.

Eliminates the requirement for a referendum vote by electors when the area proposed for annexation has no registered electors owning property on the date the ordinance is finally adopted.

Requires consent from owners of more than 50 percent of the parcels (not just land area) in areas with no registered electors, obtained prior to final ordinance adoption.

Takes effect July 1, 2017.
