Amends the charter of the Ocean Highway and Port Authority in Nassau County to update authority powers consistent with Florida Statutes chapter 311.

Expands authority powers to construct and maintain transportation facilities, intermodal facilities, freight logistics zones, and intermodal logistics centers as defined in Florida law.

Authorizes construction of educational and research facilities, communication infrastructure, utility services including renewable energy (solar, wind, hydroelectric), and recreational facilities throughout Nassau County and extending into Baker County, Duval County, and Georgia.

Clarifies that organic oil refinery authority applies only to refinement of organic oils (fish, pine, and tung oils), explicitly excluding petroleum refineries.

Authorizes toll road or other transportation infrastructure/intermodal facility construction from Fernandina Beach to the Brunswick, Georgia area, with exact routes and termini to be determined at the authority's discretion without prior authorization for bond issuance.
