• Amends Florida Statutes section 320.08 to increase the portion of motor vehicle license tax fees deposited into the General Revenue Fund, effective July 1, 2019, with deposits generally doubling from current levels.

• Increases General Revenue Fund deposits for heavy trucks, truck tractors, semitrailers, school buses, wreckers, and various for-hire and rental vehicles beginning July 1, 2019.

• Effective July 1, 2020, reverses most fee deposit increases by eliminating General Revenue Fund deposit requirements for these vehicle categories, returning to lower original deposit amounts for certain vehicles.

• Changes the motorized bicycle reference from section 316.003(3) to 316.003(2) in the vehicle classifications subject to license taxes.

• Creates a two-phase fee restructuring where General Revenue Fund deposits increase temporarily in 2019, then revert to lower levels in 2020 for most vehicle types covered by the license tax provisions.
