Creates the Physical Therapy Licensure Compact, allowing physical therapists and assistants to practice across member states via multistate licensure with mutual recognition of licenses.

Establishes the Physical Therapy Compact Commission with one delegate per member state to oversee compact administration, rulemaking, and dispute resolution.

Requires member states to conduct criminal background checks, use national examinations for licensure, and maintain a coordinated licensure information system to share adverse action and investigative data.

Authorizes remote states to take adverse action against a licensee's compact privilege and allows active-duty military members and their spouses to designate their home state flexibly.

Effective date is July 1, 2017, or upon enactment by nine other states, whichever is later.
