Changes provisional license requirements for applicants with pending license denial or revocation proceedings from discretionary ("may") to mandatory ("must") issuance upon request at time of license renewal.

Allows applicants for license renewal to request a provisional license when their application cannot be finalized because an agency inspection is still pending.

Permits licensees to provide a corrective action statement during an inspection certifying that a violation has been corrected before the inspection is completed.

Maintains existing provisional license duration limits of up to 12 months for change of ownership applicants, as determined by the agency.

Effective date: July 1, 2017.
