OPPAGA must conduct a performance-based funding study comparing state approaches to community college and university funding across multiple dimensions.

Study must identify the number of states using performance plans, specific versus uniform metrics, recurring versus nonrecurring funds, and whether performance funds are included in base allocations.

Study must analyze Florida-specific data including demographics, test scores, scholarship recipients, Pell grant recipients, enrollment patterns by age and full/part-time status, and performance-based awards history for all Florida College System institutions and state universities.

Study must examine how states establish performance metrics, which entities make those decisions, and whether institutions win awards or lose funding based on meeting benchmarks.

OPPAGA must submit report to the President of the Senate, Speaker of the House, and relevant legislative committees by December 1, 2017, with effective date of July 1, 2017.
