Amends eligibility criteria for the minority teacher education scholars program to require students be "admitted into a teacher education program" and have "not earned more than 18 credit hours of upper-division-level courses in education" rather than only requiring junior year enrollment.

Expands scholarship eligibility to include students pursuing "a graduate degree with a major in education, leading to initial certification" in addition to baccalaureate degrees.

Sets maximum annual scholarship amount at $4,000 per approved scholar, prorated based on available appropriations.

Revises the Florida Fund for Minority Teachers, Inc.'s budget projection to the Department of Education to be based on up to 350 new scholarships for junior-year students and up to 350 renewal scholarships for rising seniors.

Takes effect July 1, 2017.
