Allows permitted signs on interstate highways within Broward County to be measured from the top of visual obstructions (ramps, braided bridges, or other permanent structures) if a previously permitted sign becomes obstructed by new interstate construction.

Establishes a maximum sign height limit of 100 feet above the crown of the main traveled way of the road, regardless of obstruction height.

Cites legislative findings that Broward County's recent 5-year interstate system expansion occurred in fully developed areas where sign relocation is difficult and new construction can hinder public view of existing permitted signs.

Authorizes the Florida Department of Transportation to promulgate rules and forms necessary to implement the alternate sign height measurement method.

Effective upon becoming law.
