Creates the Trust Fund for Victims of Human Trafficking and Prevention within the Department of Legal Affairs, funded by civil action settlements, property forfeitures, court penalties, and legislative appropriations related to human trafficking cases.

Establishes fund purposes including public education about human trafficking, prevention of minor recruitment in schools, establishing a survivors' resource center with legal and social services, and advertising the National Human Trafficking Resource Center hotline and BeFree Textline.

Authorizes the fund to assist in vacating convictions of human trafficking victims, coordinate between law enforcement and service providers, distribute victim compensation, and bring legal actions under section 787.061.

Places administration of the fund under the Statewide Council on Human Trafficking created in section 16.617.

Schedules the trust fund for termination on July 1, 2021, unless terminated sooner, with mandatory review under section 215.3206 prior to scheduled termination; takes effect contingent upon CS/CS/CS/HB 1165 or similar legislation becoming law.
