Narrows the burglary conviction disqualification for crime victim compensation by specifying only burglaries under Florida Statutes s. 810.02(2)(a) or (b) render claimants ineligible, excluding other burglary convictions.

Applies the same narrowed burglary definition to both subsection (2) (general forcible felony convictions) and subsection (3) (persons in custody at time of crime).

Allows the Crime Victims' Services Office to approve awards despite disqualifying convictions if mitigating or special circumstances exist that would render the disqualification unjust.

Specifies that a Crime Victims' Services Office decision finding no mitigating or special circumstances does not constitute final agency action subject to judicial review.

Takes effect July 1, 2017.
