Establishes the Coalition for Medicinal Cannabis Research and Education within the H. Lee Moffitt Cancer Center and Research Institute to conduct scientific research, provide education, and guide statewide policy on cannabis dosing and ordering practices.

Creates a 7-member Medicinal Cannabis Research and Education Board appointed by the Moffitt Cancer Center's chief executive officer, with members serving 4-year terms and required expertise in oncology, neurology, psychology, pediatrics, nutrition, and addiction.

Designates a coalition director appointed by the board to propose budgets, identify research priorities, prepare annual research plans, apply for grants, and foster collaboration among scientists and researchers.

Requires the board to advise the Board of Governors, State Surgeon General, Governor, and Legislature on medicinal cannabis research and education, and to issue annual reports by February 15 covering research projects, community outreach, and future plans.

Takes effect July 1, 2017.
