Creates the Vocational Opportunities For All Program within the Department of Education to encourage school districts to create and expand vocational training programs.

Department must establish an application process for school districts, create a list of eligible secondary and postsecondary courses, develop program standards and accountability requirements, and create a funding distribution formula.

Vocational training programs receiving funds must provide technical courses leading to industry certification or credentials, maintain student academic transcripts, and meet department minimum standards.

State Board of Education must adopt rules to administer the program.

Appropriates $10 million in recurring funds for program administration and $50 million in recurring funds to distribute to school districts for the 2017-2018 fiscal year, effective July 1, 2017.
