Department of State must determine by October 15, 2017 whether secure electronic means can be established for receiving ballots from overseas voters, including uniformed and civilian overseas voters

If security can be established, the department shall adopt rules authorizing supervisors of elections to accept voted vote-by-mail ballots by secure facsimile or other secure electronic means, with requirements for voter verification, transmission security, and ballot recording

Department must develop security measures in consultation with supervisors of elections to ensure accuracy and integrity of electronic vote-by-mail voting and to secure transmission, processing, and storage of voter data from interception and unauthorized access

Department shall conduct annual security assessments after each election to evaluate the number of votes received electronically and any discrepancies

Department may adopt emergency rules to implement this section, with such emergency rules permitted to be effective for periods longer than 90 days; Act effective July 1, 2017
