Health insurers and health maintenance organizations must offer medication synchronization to allow insureds and subscribers to align refill dates of prescription drugs at least once per plan year for policies and contracts renewed or entered into on or after January 1, 2018.

Controlled substances, prescription drugs in unbreakable packages, and multidose units cannot be partially filled for medication synchronization purposes.

Health insurers and health maintenance organizations must pay full dispensing fees to network pharmacies for each partial refill dispensed to align refill dates, unless otherwise agreed upon by the plan and pharmacy.

Insurers and health maintenance organizations must prorate the cost-sharing obligations of insureds and subscribers for partial refills dispensed to align refill dates.

Health insurers and health maintenance organizations with existing alternate processes that include early refill dates and refill overrides for plans entered into or renewed before January 1, 2018, are deemed to comply with these requirements.
