Requires elevator controllers in residential elevators to monitor closed and locked contacts of hoistway door locking devices and interrupt power to motor and brake if contacts open while car is not in unlocking zone.

Prohibits elevator car from restarting until owner or owner's agent uses master elevator key to check for obstructions and manually reset the controller after returning door locking device to normal operating position.

Requires a visual indicator to be visible at all landings until the hoistway door locking device is returned to normal operating position and the controller is manually reset.

Deletes previous requirements for a platform underside device that stops downward motion within 2 inches and requires manual reset before downward motion can resume.

Directs Florida Building Commission to adopt by October 1, 2017, provisions authorizing permanent installation of nonremovable hoistway door space guards designed to withstand 75 pounds of horizontal force applied with a 4-inch-diameter sphere.

Effective date: July 1, 2017.
