Removes the 150-mile radius restriction for truck tractors hauling forestry products or associated forestry equipment, allowing operation anywhere within the state for a $324 flat license plate fee ($84 to General Revenue Fund).

Removes the 150-mile radius restriction for truck tractors and heavy trucks transporting raw, unprocessed agricultural or horticultural products, maintaining fee structure of $87.75 (vehicles under 44,000 lbs) or $324 (vehicles 44,000 lbs or more transporting to primary manufacture/assembly/shipping points).

Deletes the requirement for pesticide registrants to pay supplemental biennial registration fees ($630 for odd-numbered years, $315 for even-numbered years) for pesticides containing active ingredients with EPA food tolerance limits.

Updates pesticide registration procedures by removing references to supplemental fee requirements and requiring electronic payment of all pesticide registration fees through the department's Internet website.

Takes effect July 1, 2017.
