Creates section 163.10 of Florida Statutes establishing priorities for state agencies and public/private entities administering grant programs to award grants and financial assistance to legacy communities.

Defines "legacy community" as lands under a recorded plat registered as subdivided lands on or before July 1, 1985 under former chapter 498 or 478.

Establishes first priority for incorporated municipalities with legacy communities for utility infrastructure, transportation, public facilities, plat vacation/replatting, and water resource protection projects.

Establishes second priority for special districts and municipal services units with legacy communities for the same categories of projects listed for municipalities.

Establishes third priority for other applicants only if funds remain after first and second priority funding is completed; exempts the Stan Mayfield Working Waterfronts program from these requirements.

Requires entities to apply annually to appropriate state agencies, specifying the funding amount requested and project details, effective July 1, 2017.
