Establishes quorum requirements for the Florida Commission on Human Relations, requiring a majority of currently appointed commissioners for full commission meetings and 3 appointed members for panel proceedings.

Revises the Florida Civil Rights Hall of Fame to allow the commission to recommend up to 10 persons annually (instead of previous limit) from which the Governor selects up to 3 members.

Extends civil action filing deadline for alleged Florida Civil Rights Act violations to 4 years following the date of the discriminatory act if the commission fails to conciliate or determine reasonable cause within 180 days.

Eliminates registration and letter-submission requirements for housing facilities or communities serving older persons to claim the familial status discrimination exemption.

Removes the requirement for the commission or Attorney General to investigate club membership discrimination complaints and reduces resolution timeline from 45 days to 30 days.

Reduces acknowledgment timeline for prohibited personnel action complaints from 5 working days to 3 working days and extends the fact-finding report deadline from 90 days to 180 days.

Takes effect July 1, 2017.
