Removes the 2014-2015 fiscal year limitation on the requirement that school districts use certain funds to provide intensive reading instruction in the 300 lowest-performing elementary schools.

Requires categorical funds for supplemental academic instruction to be provided annually through the Florida Education Finance Program with a base amount adjusted for changes in unweighted FTE student membership.

Designates the 300 lowest-performing elementary schools annually based on prior year state reading assessment results, with exceptional student education centers excluded from this designation.

Requires categorical funding recalculation once during the fiscal year based on October FTE survey data, with allocations prorated to appropriation levels if total allocation exceeds the General Appropriations Act amount.

Takes effect July 1, 2017, upon expiration of the amendment made by chapter 2016-62, Laws of Florida.
