Adds psychological abuse to Florida's definition of "harm" to a child's health or welfare, specifically including mental injury caused by manipulation or parental alienation that creates significant developmental, personality, or psychiatric pathology

Requires mental health professionals licensed under chapters 490 or 491 to diagnose the psychological abuse before it qualifies as harm under the statute

Expands mandatory reporting requirements to include child psychological abuse, requiring any person with knowledge or reasonable suspicion of such abuse to report it to the department

Requires the Board of Psychology to revise continuing education requirements for psychology license renewal to include training on child psychological abuse, manipulation, and parental alienation

Takes effect July 1, 2017
